To attach the clothing, move the contents of your prefab (SkirtTopUndies) to your avatar object (the one with the VRC descriptor stuff on it).
Then drag the bones one by one from the prefab armature to the corresponding ones on your avatar.
For example, drop "Hips_S" on "Hips", "Left leg_S" on "Left leg" and so on. There are a lot of bones, so take your time and make sure you get all of them.

To get the skirt flowing, you'll have to copy the Dynamic Bone components from the prefab armature to your avatar's armature. 
The root bones for these components should be "Left leg_S", "Right leg_S" and "Hips_S". Those are the bones with skirt bone children.                          
Copying and enabling these components should be the last step you take after reparenting all the bones.
