After parenting the bones, enable the dynamic bone components on the following bones:

There are two material to choose between for the panties, one is opaque in the middle so that whatever could be inside them is hidden.

For best results, you need a modified version of the Nardoragon where the chest fluff is either removed or has a blendshape to hide it.
